Position Overview

Under general direction of the Human Resources Projects Administrator and/or designee, provides written and/or verbal professional advice and interpretation of department rules, regulations and policies for human resource operations. Serves as a professional resource to lower-level staff and other agency staff. Serves as a Human Resources Personnel liaison. Provides technical assistance, training and support to agency staff, including 24/7 facilities, on electronic filing, Docuware, and data analysis work. Serves as the primary point of contact with internal and external auditors on DHS personnel records. Coordinates the requirements for the DHS Secondary Employment Directive for processing, reporting, and semi-annual verification. Serves as timekeeper for assigned staff. As a certified interviewer, utilizes standardized hiring criteria and questionnaires to interview candidates.

Essential Functions

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Of the two (2) years of professional human resources experience, requires two (2) years of experience preparing and processing personnel transactions for a state agency.

Preferred Qualifications

  • Two (2) years of professional human resources experience preparing and processing personnel transactions for a state agency.
  • Two (2) years of professional experience providing written and/or verbal advice and interpretation of department rules, regulations and policies for human resource operations.
  • Two (2) years of professional experience serving as a resource to lower-level staff and other agency staff for a public or private organization.
  • Two (2) years of professional experience serving as a human resources personnel liaison for a public or private organization.

Conditions of Employment

  • Requires the ability to become interview certified.
